As Uganda accelerates preparations to co-host the African Cup of Nations (AFCON) in 2027, lawmakers are pressing for greater transparency and accountability regarding the substantial budget allocations required for the event.
On Tuesday, the Ugandan government unveiled a Shs4.2 trillion Supplementary Expenditure Schedule for the 2024/25 financial year, a portion of which is earmarked for AFCON 2027 and CHAN 2025 preparations.
According to Dr. Bernard Patrick Ogwel, General Secretary of the National Council of Sports (NCS), Shs257.155 billion is slated for the completion of Hoima City and Akii Bua stadiums and associated operational costs.
However, the sizable budget has drawn criticism from some legislators, including Makindye West MP Allan Ssewanyana, who voiced concerns about potential budget inflation.
“Even if we want the Africa Cup of Nations, that shouldn’t be an excuse to misuse public funds. The budget should reflect the actual costs, not exaggerated figures for personal gain,” he asserted.
Ssewanyana also questioned the involvement of the Federation of Uganda Football Associations (FUFA) in managing tournament finances, citing prior issues with fund mismanagement.
While acknowledging FUFA’s technical expertise in organizing football events, he emphasized the need for independent financial oversight to prevent misuse of public funds.
Uganda’s co-hosting duties for AFCON 2027, in collaboration with Kenya and Tanzania, represent a historic achievement for East Africa.
As preparations gain momentum, all eyes remain on the government and sports authorities to ensure that infrastructure developments and financial administration proceed with the utmost integrity and efficiency.
