The Federation of Uganda Football Associations (FUFA) has introduced significant amendments to the Club Licensing Regulations for both men’s and women’s football, set to take effect starting the 2025/2026 season.
The changes, according to FUFA aim to enhance professionalism and elevate the technical standards across Ugandan football as part of FUFA’s broader Technical Master Plan and Club Licensing System implementation.
Under the revised regulations, all Uganda Premier League (UPL) clubs will be required to appoint head coaches who hold a minimum of a CAF A Coaching Diploma.
FUFA Big League (FBL) clubs must employ head coaches with at least a CAF B Diploma, while FUFA Women Super League (FWSL) clubs can only appoint head coaches who possess a CAF B qualification.
Beyond technical staff qualifications, the amendments also introduce new standards for club management.
UPL clubs are now required to employ Chief Executive Officers with at least a FAMACO III certificate, while CEOs in both the FWSL and the FBL must hold a FAMACO II certificate.
Under the sporting criteria, all UPL clubs must operate a women’s football team. These teams must participate in either the FUFA Women Super League or the FUFA Women Elite League.
Furthermore, according to FUFA Circular No. 1189, all FWSL clubs must be affiliated with an active men’s football club from the UPL, FBL, or the Regional League beginning with the 2025/2026 season.
The changes come in the wake of various capacity-building programmes led by FUFA to enhance the quality of coaches and administrators in Ugandan football.
