The Federation of Uganda Football Associations has begun appointing and training Grade 4 District Scout Officers as part of a nationwide talent identification framework under the FUFA Technical Master Plan 2023 to 2030.
The initiative aims to have at least one qualified Grade 4 football scout installed in every district across the country to ensure early discovery, tracking, and profiling of football talent. FUFA is implementing the project through four fully sponsored Grade 4 Scouting Courses spread across its eight Regional Football Associations.
The rollout has already started in phases. In the Northern Region, 30 participants recently completed the course and were passed out as Grade 4 scouts. In the Western Region, 40 participants were selected for training in Mbarara City, with representation drawn from all 17 districts in the region. The Kampala Region has also completed a successful training programme, following earlier sessions in the Northern and Western regions, underscoring a structured national rollout.
The appointments form part of FUFA’s long term technical framework and are supported by FIFA through the FIFA Talent Development Scheme. The newly trained scouts are equipped to identify promising players, profile them on a dedicated online platform, and submit detailed reports through the FUFA Talent Identification system.
Training is being delivered by FUFA technical experts, including Football Development Director Ali Mwebe, Football Development specialist Petros Koukouras, and FUFA Education Officer Jackson Nyima, as the federation moves to standardise talent identification across all districts.
