MPs Inspect Philip Omondi Stadium Project as KCCA Seeks UGX 39.4bn Funding Boost

Parliament’s Committee on Presidential Affairs has inspected the ongoing redevelopment of Philip Omondi Stadium as Kampala Capital City Authority seeks an additional UGX 39.4 billion to complete the facility and install a new FIFA standard artificial turf.

The delegation, led by Alex Byarugaba, toured the site on Thursday to assess construction progress and review how previously allocated government funds have been used. Byarugaba said, “We are here to see what you are doing and how you are using the money,” stressing Parliament’s oversight role on public investments.

Government has so far injected UGX 16 billion into the first two phases of the project, handled by Sarjan Construction. Works completed include primary stands, dormitories for players and coaches, and supporting infrastructure. Officials estimate UGX 55 billion is required overall to upgrade the stadium to national and continental standards.

KCCA says replacing the playing surface is urgent. The current artificial turf, installed about a decade ago, expired in January 2026. Authorities want UGX 3.7 billion for a new FIFA compliant surface to improve safety, meet competition standards and allow the venue to host top tier matches. Other pending components include floodlights, mechanical and electrical systems, ICT installations and requirements tied to certification by the Confederation of African Football.

Executive Director Sharifah Buzeki said the authority’s investment in sport links directly to youth development, noting that KCCA runs KCCA FC, one of Uganda’s most decorated clubs. Minister Minsa Kabanda described the stadium as a strategic national project with social and economic value.

KCCA Chief Executive Officer Anisha Muhoozi said the completed multi purpose complex is expected to serve more than 10,000 users and host events such as Parliamentary Games. Planned amenities include a media centre, accessible viewing areas, dining facilities, modern dressing rooms and expanded stands.

The parliamentary visit forms part of ongoing monitoring of public infrastructure projects. Legislators are expected to issue recommendations on the additional funding request after reviewing their findings.
