Infantino cited “crucial” talks with world leaders during a Middle East trip with Donald Trump as the reason for his tardiness.
In protest, UEFA president Aleksander Ceferin led European delegates, including FA chair Debbie Hewitt, in a walkout during a break.
UEFA condemned the “last-minute changes” as “deeply regrettable,” emphasizing that the congress is a vital meeting for global football.
Norwegian FA president Lise Klaveness also voiced concern over the lack of “professional leadership.”
While some CONCACAF delegates reportedly left early as well, FIFA secretary general Mattias Grafstrom downplayed the tensions, stating the president had “important matters” to attend to and that FIFA enjoys a strong relationship with UEFA.
