The Brazilian forward, who only scored four league goals last season, showcased his talent with a composed 10th-minute finish before a stunning acrobatic volley in the second half.
Brennan Johnson added a third goal, completing the dominant performance.
The victory marks a strong debut for Frank, who took over from Ange Postecoglou in June. Meanwhile, it was a tough return to the top flight for Burnley, managed by former Spurs player Scott Parker.
