FUFA Strips KCCA of Points, Suspends Referee Over Rule Violations

The FUFA Disciplinary Panel has handed down strict sanctions to KCCA and referee William Oloya following a controversial Uganda Premier League match against Mbarara City on January 7, 2025.

The match, played at Kakyeka Stadium, has been declared a 3-0 victory for Mbarara City by forfeiture after it was determined that KCCA FC fielded an ineligible player, Gavin Kizito Mugweri.

KCCA’s use of Mugweri violated Article 26, Subsection 9 of the FUFA Competitions Rules, which stipulates that a player who accumulates three yellow cards in league and mixed-format competitions becomes ineligible for the next match.

The disciplinary panel found that Mugweri had accrued three bookings, including one that referee William Oloya failed to record in his official match report.

In addition to the sanctions against KCCA, the FUFA Referees Disciplinary Panel has suspended referee William Oloya from officiating for six months.

Oloya was found to have failed in his duty during the KCCA vs. NEC match earlier in the season, where he cautioned two players, including Mugweri, but omitted these details from his final referee’s report submitted to FUFA and the UPL Secretariat.

To address these lapses, Oloya has been directed to undergo a refresher training session on proper match reporting.

This training will be conducted by an instructor appointed by FUFA’s referees’ office. Oloya is required to submit proof of completing the training before his suspension is lifted. Failure to do so will result in an extended suspension.

As a result of the ruling, KCCA loses the three points they initially earned from their 2-0 win at Kakyeka Stadium.

In a statement, FUFA emphasized its commitment to upholding the integrity of football competitions in Uganda. “The decisions taken are in line with our rules and are meant to ensure fairness and transparency in our leagues,” FUFA noted.

The directive means KCCA now have 24 points in the Uganda Premier League with Express leapfrogging them to third place.
