Jackson struck in the 27th minute after good work from Trevor Chalobah and Enzo Fernández.
Despite Chelsea controlling the game, Everton pushed for an equalizer late on, but goalkeeper Robert Sanchez made crucial saves to deny Beto and Dwight McNeil.
The win puts Chelsea level on points with Nottingham Forest and one ahead of Newcastle, guaranteeing them a top-five spot until at least Thursday.
For Everton, the defeat continues their poor run, with just one win in nine matches, leaving them in 13th place.
Their struggles at Stamford Bridge also persist, with no league win there since 1994.
