The Federation of Uganda Football Associations (FUFA) has cleared Dirisa Kasalirwe, the chairman of the Kampala Regional Football Association, of allegations of ethical misconduct.
This development was confirmed on January 7, 2024, following the conclusion of formal investigations by the FUFA Investigatory Chamber of the Ethics and Disciplinary Committee.
Kasalirwe had been under investigation for alleged breaches of the FUFA Ethics and Disciplinary Code, including violations of Articles 26 (Breach of General Duties), 40 (Abuse of Position), and 28 (Breach of the Duty of Loyalty).
The allegations had led to a provisional 90-day suspension, announced in August 2024, barring him from all football-related activities.
The case stemmed from claims that Kasalirwe and his vice-chairman, Peter Nkugwa, had abused their positions within the association.
Nkugwa was accused of soliciting money from referees in exchange for nominations to the FUFA National Referee’s Badge, a move that allegedly compromised the integrity of the process.
Referees further accused Nkugwa of threatening officials who made decisions unfavorable to his affiliated club, Wembley Boys, violating FIFA statutes that prohibit committee members from club affiliations.
Although Kasalirwe’s direct involvement in these incidents was unclear, his leadership came under scrutiny for potential lapses in oversight and ethical responsibility. The allegations, however, have now been dismissed following an in-depth investigation.
According to FUFA’s statement, the investigatory chamber conducted a comprehensive review of the case, including analyzing evidence and testimonies.
It concluded that there was insufficient evidence to substantiate claims that Kasalirwe breached the ethical articles cited against him.
“The Investigatory Chamber did not find appropriate evidence indicating that Mr. Kasalirwe Dirisa infringed Article 26 (Breach of General Duties), Article 40 (Abuse of Position), and Article 28 (Breach of the Duty of Loyalty) of the FUFA Ethics and Disciplinary Code,” the statement read.
With the case resolved, Kasalirwe has been cleared to resume his administrative duties.
